Today’s healthcare systems are structured in a reactive manner, focusing on diagnosing and treating diseases. The current health industry has largely transformed into a “disease industry”. Since service demand usually arises only after an illness appears, the sector becomes treatment-oriented. Clearly, a transformation is needed that prioritizes preventive and protective services through a proactive approach.
Taking into account the mission deviation of the known healthcare industry, the concept of the preventive healthcare industry has been highlighted, and a comprehensive mission has been attempted to be defined within the framework of this concept. The ecosystem, comprising products, services, technologies, and policies that prevent diseases, reduce health risks, and increase societal health resilience, has been examined, and the preventive healthcare industry has been defined within this framework. This vision can only be realized through strong public policies, private sector incentives, and public demand—not merely through public campaigns.
To achieve this goal, several policy suggestions are proposed, including increasing public health literacy, creating demand for preventive services, transforming hospitals into health-promoting institutions, expanding new models, such as mobile health services, remote health consultations, and genetic risk analyses, including preventive services in health insurance coverage and rewarding healthy lifestyle behaviors, enhancing the role of local governments and promoting healthy urban planning, spreading the preventive health perspective through cross-sector collaboration (e.g., education, agriculture, transportation), and using tax incentives and public-private partnerships to make preventive health products and services more appealing.
In conclusion, the text argues that the entire system, not only individuals, must become proactive. It asserts that developing the preventive healthcare industry is vital for building a sustainable, healthy society.

Koruyucu Sağlık Endüstrisi: Kavramsal Bir Çerçeve ve Politika Denemesi
Günümüz sağlık sistemleri hastalıkların tanı ve tedavisine odaklı, reaktif bir yapıdadır. Güncel sağlık endüstrisinin büyük oranda “hastalık endüstrisine” dönüştüğü gözlenmektedir. Hizmet talebi genellikle hastalık ortaya çıktıktan sonra doğuyor ve bu da tedavi odaklı bir sektör yaratıyor. Aksine proaktif davranarak önleyici ve koruyucu hizmetleri öne çıkaracak bir dönüşüme ihtiyacımız olduğu açıktır.
Bilinen sağlık endüstrisinin misyon sapmasını dikkate alarak koruyucu sağlık endüstrisi kavramı öne çıkarılmış ve bu kavram çerçevesinde kapsamlı bir misyon tanımlanmaya çalışılmıştır. Hastalıkları önleyen, sağlık risklerini azaltan ve toplumsal sağlık direncini artıran ürün, hizmet, teknoloji ve politikaların oluşturduğu ekosistem ele alınmış, koruyucu sağlık endüstrisi bu çerçevede anlamlandırılmıştır. Bu anlayışın fiiliyata dönüşmesi için sadece kamu kampanyalarıyla değil, güçlü bir kamu politikası, özel sektör teşvikleri ve halk talebiyle desteklenmesi ihtiyacına vurgu yapılmıştır.
Bu amaca yönelik bazı politika önerileri yapılmıştır. Halk sağlığı okuryazarlığının artırılması ve halkın koruyucu sağlık hizmetlerini talep eder hâle getirilmesi; hastanelerin “sağlığı geliştiren” kurumlara dönüşmesi, sadece tedavi değil, sağlığı koruma merkezleri haline gelmesi; mobil sağlık hizmetleri, uzaktan sağlık danışmanlığı ve genetik risk analizleri gibi yeni modellerin yaygınlaştırılması; sağlık sigortalarının önleyici hizmetleri kapsaması, sağlıklı yaşam davranışlarını ödüllendirmesi; yerel yönetimlerin daha fazla rol alması, sağlıklı şehir planlamalarının teşvik edilmesi; sektörler arası iş birliği ile (eğitim, tarım, ulaşım vb.) koruyucu sağlık perspektifinin yaygınlaştırılması; vergi teşvikleri ve kamu-özel iş birlikleri ile koruyucu sağlık ürün ve hizmetlerinin cazip hâle getirilmesi sözü edilen başlıca politika konularıdır.
Sonuç olarak, yalnızca bireylerin değil, tüm sistemin proaktif hâle gelmesi gerektiği; sürdürülebilir ve sağlıklı bir toplum için koruyucu sağlık endüstrisinin gelişiminin hayati önem taşıdığı savunulmaktadır.
